The Romanian Agency for Investments and Foreign Trade (ARICE) and the Ministry of Education award 40 scholarships each year to foreign citizens. The Romanian Agency for Investments and Foreign Trade (ARICE) has granted scholarships for the academic year 2024-2025. International students can apply for Bachelor's, Master's, postgraduate/residency, and PhD programs at Romania's approved state universities. Students who need a visa must apply for the Romania study visa (symbol: D/SD).

The scholarship is open to all foreign citizens, with the exception of EU and EFTA members. Citizens from non-EU and non-EFTA countries who do not have a cultural and educational cooperation agreement with Romania are given priority. The study language will be Romanian, in order to promote Romanian language and culture. That is why a year of free Romanian language preparation will be provided. More information about the ARIce Scholarship 2024 is provided below. 

Study areas:
Priority areas of study include economics, business administration, agriculture, technology, and oil and gas. Applications from other areas will be considered, subject to the availability of slots.

Benefits:
  1. Exemption from registration and other expenses.
  2. Free Romanian language preparation year.
  3. Tuition fees are fully covered for bachelor's, master's, and PhD degree programs.
  4. The monthly stipend will be provided.
  5. Accommodation in student dormitories will be provided by the Ministry of Education's budget.
  6. Medical aid.
  7. Local public, ground, naval, and underground transportation, as well as household automobile, train, and naval transport.
Eligibility criteria
  1. Citizens of non-EU and non-EFTA countries receive preferential treatment.
  2. Romanians are not eligible.
  3. Citizens who asked for protection in Romania are ineligible.
  4. Citizens with long-term resident permits in Romania are ineligible.
Application Process:

Study scholarships in Romania awarding for foreign citizens – academic year 2024-2025 

THE ROMANIAN AGENCY FOR INVESTMENTS AND FOREIGN TRADE (RAICE) announces the launch of the file selection process for awarding a number of 40 scholarships to foreign citizens to study in Romania starting with the academic year 2024-2025

Between March 1st - May 31, 2024, 23:59 Romanian time, the application files for the scholarships awarded by the Romanian state for the academic year 2024-2025 will be sent only in electronic format, to the email address: burse2024@arice.gov.ro.

The application files will be sent scanned, in PDF format, to the abovementioned email address, according to the published procedure, the original documents will be presented to the educational institutions where only the selected candidates will study.

The RAICE selection committee, appointed according to legal procedures, will select the candidates, based on the documents submitted to the application file, until July 15, 2024, after which it will publish the result of this intermediate selection stage on the institution's website at: https://arice.gov.ro/1/burse/

The final decision for awarding the scholarships will be taken by the Ministry of Education, based on its own selection criteria, the final results of the selection process being announced on the RAICE website and communicated by email to the selected candidates.

The Ministry of Education, through the General Directorate of International Relations and European Affairs, will issue the Letters of Acceptance / Enrolment Orders, as the case may be, until the start of the 2024-2025 academic year.

IMPORTANT: Incomplete application files or submitted after the deadline of May 31, 2024, 23:59 Romanian time, will not be considered.

Selection Process:

Selection process for granting a number of 40 scholarships to foreign citizens for 2024-2025

Deadline: 31 may 2024, 23:59 Romanian time.

Only complete applications will be evaluated.

All documents will be submitted in PDF format.

The Romanian Agency for Investments and Foreign Trade and the Ministry of Education grant each year a number of 40 scholarships to the foreign citizens by an application evaluation-based competition organized according to Romanian regulations, for bachelor’s degree, master, postgraduate/residency and        PhD studies in accredited state institutions of higher education in Romania.

Qualifying criteria: all foreign citizens with the exception of the EU and EFTA member states. Priority is given to citizens of non-EU and non-EFTA states that don’t have an agreement with Romania for cultural and educational cooperation.

Persons not eligible for this scholarship:

  1. Romanian citizens or persons that belong to historical Romanian communities located in the vicinity of Romania (they benefit from other programs);
  2. Citizens that have applied for or are under a form of protection in Romania.
  3. Stateless persons who are permitted to stay on the Romanian territory and recognized according to the Romanian law;
  4. Member / family members of diplomatic and consular corps accredited in Romania, member / family members of the administrative and technical personnel of the diplomatic missions and consular offices accredited in Romania and member / family members of the international organizations represented in Romania;
  5. Citizens that have benefited from the Romanian state`s scholarship for the same cycle of studies;
  6. Citizens who have a long-term residence permit in Romania.

Level of studies covered by this scholarship:

a)     Bachelor’s degree.

b)     Master.

c)     Postgraduate/residency.

d)    PhD. For doctoral scholarship the agreement in principle of the scientific coordinator is required. Admission of candidates opting for doctoral studies is conditional on passing the entrance exam.

Priority areas: applications of candidates wishing to study economics and business administration, agricultural sciences, technical sciences, oil and gas will be promoted as a priority. Applications covering other areas will be taken into account, to the extent of the places available.

The study language: the Romanian Agency for Investments and Foreign Trade has decided that the language for all courses taken by the students selected to receive the scholarship will be the Romanian language. Thus, the Romanian language and culture will be promoted among the foreign citizens.

The selected candidates that don’t know the Romanian language are entitled to a preparatory year, previous to the requested academic level.

Students that declare knowledge of the Romanian language must pass the Romanian language test, according to the Romanian law or they must submit one of the following:

a.   Romanian study documents that prove at least four years of studies in a Romanian education unit, member of the Romanian national education system.

b.   Romanian language certificate, issued according to the Romanian law, certifying a minimum level of B1.

Scholarship beneficiaries are provided with the following facilities:

a)   exemption from the payment of registration fees or any other fees required by application processing, testing for the Romanian language skills, taking the admission contest for doctoral studies and the specific aptitude tests;

b)   financing the tuition expenses for the Romanian language preparatory year;

c)    financing the tuition expenses for the actual studies, but not more than the duration of a university cycle, corresponding to the study programme followed;

d)   granting a monthly scholarship, for students enrolled in the Romanian language preparatory year;

e)   granting a monthly scholarship, for students enrolled in bachelor's, master's or doctoral studies, but not more than the duration of a university cycle;

f)    financing the accommodation expenses in the student dormitories, within the allocated subsidy granted through the budget of the Ministry of Education;

g)    medical assistance in case of medical-surgical emergencies and diseases with endemic-epidemic potential, in accordance with the legislation in force;

h)   local public, ground, naval and underground transport, as well as domestic car, railway and naval transport, in the same conditions as those offered to Romanian students, according to the legal provisions.

 

These facilities are granted throughout the study period, as follows:

·       for students enrolled in the Romanian language preparatory year, during its courses;

·       for students enrolled in bachelor's and master's studies, during the academic year and during the legal holidays, but not during the summer vacation. If students have to stay at the faculty during the summer vacation for curricular activities or if there are specific legal provisions, the rights are maintained during the summer vacation;

·       for doctoral or medical postgraduate training students enrolled in full-time learning, throughout the calendar year;

·       another 30 days after completing university studies lasting at least 1 year.

The international travel expenses and the domestic travel expenses from the point

 of arrival in Romania to the university’s location are not covered by this

 scholarship. All accepted students must be prepared to financially sustain the 

expenses not covered by the scholarship.

Results and Decisions
  1. The results will be announced after July 15th, 2024. The Ministry of Education, Romania will make the final decision.
  2. The Acceptance Letters / Enrollment Orders will be issued by the Ministry of Education through its General Directorate of International Relations and European Affairs.
