The Azerbaijan Government Scholarship 2025 is now accepting applications from international students. This fully funded initiative, introduced by the Ministry of Foreign Affairs in collaboration with the Ministry of Science and Education of the Republic of Azerbaijan, aims to empower global learners through academic excellence in Azerbaijan.
About the Scholarship Program
Titled the “Heydar Aliyev International Education Grant Program,” this scholarship honors the National Leader of Azerbaijan. Scheduled to run for five years, the program seeks to cultivate academic exchange and international cooperation. By offering approximately 100 scholarships annually, Azerbaijan aspires to become a regional hub for global education.

Financial Coverage & Benefits
The Azerbaijan Government Scholarship 2025 offers comprehensive financial support:
Full tuition fee coverage
Monthly stipend of 800 AZN (for living, accommodation, and materials)
Round-trip international airfare
Visa and residence permit support
Medical insurance (200 AZN annually)
Free language preparatory course (if required)
Eligibility Criteria
To apply, candidates must:
Be a citizen of an eligible country (Azerbaijani citizens are not eligible)
Be under 35 for undergraduate/general medicine, under 40 for graduate/residency, and under 45 for PhD programs
Hold academic transcripts and a valid passport
Submit a medical certificate (including HIV/AIDS, Hepatitis B/C tests)
Demonstrate English proficiency (IELTS 5/TOEFL 40 for undergraduates; IELTS 5.5/TOEFL 50 for postgraduates)

Applicants must prepare the following:
Completed nomination form
Academic diplomas and transcripts
Valid passport copy
CV or resume
Motivation letter
Proof of English language proficiency
Medical certificate
Certificates of awards (if applicable)
Note: All documents should be submitted in Azerbaijani, English, Turkish, or Russian, and must be in PDF format.
Application Process
The application consists of two stages:
Nomination Stage (Before 15 May 2025):
Applicants must be officially nominated by their respective government bodies (e.g., Ministries, Embassies).
Online Application Stage (1–15 June 2025):
Nominated students can submit their applications via the [Study in Azerbaijan Centralized Admission Service (SIACAS)] platform.
Select the “Heydar Aliyev” Grant Program and choose up to two degree programs at different universities.
